The TechSkills Accelerator (TeSA) is a tripartite SkillsFuture initiative driven by Infocomm Media Development Authority (IMDA) in partnership with strategic partners such as the National Trades Union Congress (NTUC), Workforce Singapore (WSG) and SkillsFuture Singapore (SSG), and the industry.  It aims to build and develop a skilled Information and Communications Technology (ICT) workforce for Singapore, and to enhance employability outcomes for individuals.

The Infocomm Media Development Authority (IMDA), drives TeSA for ICT professional development, taking an integrated approach in core ICT skills and in sector-specific ICT skills, and enhance employability through place and train programmes, and career advisory services. Upskilling and reskilling working professionals with the right ICT skills move us closer towards achieving Singapore’s vision of building a digital economy.  

TeSA was announced in 2016 budget and IndSights Research decided to conduct a poll on the initiative in early 2019. In our poll, we found that overall awareness of TeSA is about 12%. We also found that those polled generally had higher awareness for programmes that have been around longer, such as CITREP+ (see below). 

At the end of the poll, 57% of the companies polled expressed interest to find out more about the TeSA programmes.

TeSA offers Training Opportunities through these Programmes: 

Company-Led Training (CLT) Programme 
The CLT is a structured development programme that aims to enable fresh and mid-level professionals to acquire specialist, expert or mastery-level competencies for jobs in demand by the industry, especially those that support Smart Nation projects, including cyber security, data analytics, software development, Internet of Things and network and communications platforms. 

Critical Infocomm Technology Resource Programme Plus (CITREP+) 
The CITREP+ supports local ICT professionals in keeping pace with technology shifts through continuous and proactive training. Through such training, they will acquire technical skills sets that will enable them to remain relevant and productive. 

Professional Conversion Programme (PCP) for the ICT Sector
The Professional Conversion Programme (PCP) helps ICT jobseekers reskill and acquire the necessary knowledge and competencies to take on new jobs. Some programmes include a work attachment, which enables individuals to acquire real experience in the field. This enhances the employability of jobseekers such as mid-career individuals, and gives them the necessary competencies to take on new jobs with greater confidence. 

SkillsFuture Earn and Learn Programme (ELP)
The ELP is a place-and-train programme for fresh polytechnic and ITE graduates, so they can be placed with an employer and have opportunities to learn through structured on-the-job training and institution-based training. This programme will equip graduates with industry-relevant skills. Those who successfully complete this programme will receive industry-recognised qualifications and a sign-on incentive. 

Skills Framework for Infocomm Technology (ICT)
The Skills Framework for ICT is a guide for individuals, employers and training providers to promote ICT skills mastery and lifelong learning. It can be used by employers to develop career maps and articulate job requirements, used by individuals to guide their skills identification and development to stay relevant, and used by training providers to devise ICT courses.  

SkillsFuture Study Award for the ICT Sector
The SkillsFuture Study Award for the ICT Sector is for Singaporeans in their early and mid-career, so they can develop and deepen their skills in future growth clusters in ICT. 

Tech Immersion and Placement Programme (TIPP)
The TIPP aims to convert non-ICT professionals, especially from Science, Technology, Engineering and Math (STEM) or other disciplines into industry-ready ICT professionals. These professionals will be placed into tech job roles after undergoing a short intensive and immersive training courses delivered by industry practitioners. 

TeSA Pilot Immersive

IMDA is partnering high-growth tech companies which are fast-paced, dynamic and have a self-directed working environment, to provide an immersive experience for Mid-career PMETs. Individuals selected will be on 3-6 months’ attachment to the company to work on a project. The experience gained will allow mid-career PMETs to enhance their portfolios, which will in turn, lead to improved employability across various sectors.
